kicking them should suffice. people afking for book exp are doing the server a favor right now, if a regular comes on and snatches/kills them then it's creating some level of activity for the server. many other gmod servers encourage afking for this very reason
so the suggestion comes down to changing:
"You will be banned for AFK exploiting"
to
"You may be kicked at any time for AFK exploiting, but not banned, to ensure there is room for active players"
@The Guy may even consider disabling the kick script altogether so people don't need to download shady programs to "afk exploit" and it can simply just be afking.

The most recent ban appeal was for AFK exploiting and some of the comments to this appeal can serve as feedback to the weaknesses of the current system.

The downside to allowing AFK exploiters is that they get EXP at an unfair rate, but the positive side is that they populate the server and those people can be used in RP even if they are afk. They might even come back and participate. I'm not sure how the server is going to see any amount of attendance if people are being banned off for minor offenses like this.
